To get an optimal result (if the aim is to avoid the disease) the relation between the penalties for unsafe sex, safe sex and techniques without danger of distribution of diseases (masturabation, fondling) has to be connected with the danger of the distribution of an disease for these techniques. Thus, the penalty for safe sex must be sufficiently lower as it is now, and a penalty for other sexual techniques cannot be justified by this reason.
