After completing his secondary education at the Roman Catholic Triniteitslyceum in Haarlem (September 1965 – July 1970), he began his studies in 1974 at the Catholic University of Nijmegen. He obtained a bachelor&#039;s degree in October 1976 and a master&#039;s degree in December 1979, graduating &#039;&#039;cum laude&#039;&#039; with a major in social psychology. In May 1980, he commenced employment at the State University of Utrecht, where he was appointed as a research assistant at the Sociological Institute until September 1981.&lt;br /&gt;

While at the Sociological Institute, he conducted empirical research on children&#039;s and young people&#039;s sexual experiences. From September 1981 to December 1982, he was employed as a scientific assistant at the Institute for Clinical Psychology and Personality Studies, where he carried out a methodological preliminary study as part of the project &#039;&#039;Sexual Experiences in Early Childhood&#039;&#039;. Between April 1983 and April 1988, he conducted a retrospective study in the Department of Clinical Psychology, examining how early childhood sexual experiences influence later sex-related behaviour and the way young people perceive and relate to sex.&lt;br /&gt;
&lt;br /&gt;
This period marked the development of his most influential contributions to the MAP community. Since April 1988, he was appointed as an additional researcher at the Interfaculty Working Group on Gay Studies at Utrecht University, where he conducted research on changes in knowledge, attitudes, and behavior related to sexuality and HIV/AIDS within the Dutch population. He later became chairman of the group. He also served as Director of the research program &#039;&#039;Diversity, Lifestyles and Health&#039;&#039; at the [[Netherlands Institute of Social Sexological Research]] (NISSO).&lt;br /&gt;

Later, he graduated as a Humanities and Social Sciences Bibliographer (GO-C) at The Hague, qualifying him to undertake a monumental bibliography of male childhood and adolescence, published in 2017 as &#039;&#039;Boyhood and Adolescence, Ephebophilia, Hebephilia, and Paedophilia: A Selective Bibliography&#039;&#039; (1040 pages). In 1975 the two men broke with one another – officially over Brongersma&#039;s attacks on Bernard&#039;s book &#039;&#039;Pedofilie&#039;&#039;, the report on Bernard&#039;s psychological research on a sample of pedophiles largely drawn from the workgroups. This work was subsequently expanded and translated into German as &#039;&#039;Pädophilie. Liebe mit Kinderen&#039;&#039;, 1979, further revised as &#039;&#039;Kinderschänder?&#039;&#039;, 1982, and, in abridged form, translated into English as &#039;&#039;Paedophilia: A Factual Report&#039;&#039;, 1985. This same material provided the basis for literally hundreds of articles (his 1992 bibliography runs to 34 pages) which Bernard had published and translated into dozens of languages, as far afield as Japan, but particularly in Germany, where he was an active figure in the Arbeitsgemeinschaft Humane Sexualität (AHS). Bernard&#039;s activism for pedophilia and pederasty was not limited to scientific work, or to organizing, but also included two novels, which he wrote during the 1950s. The first, &#039;&#039;Costa Brava&#039;&#039;, portrays the relationship between the novel&#039;s narrator and a twelve-year-old refugee boy during the Spanish Civil War, and the second, &#039;&#039;Vervolgde Minderheid&#039;&#039; (&#039;&#039;Persecuted Minority&#039;&#039;), the relationship between an adult and a high school student in Amsterdam after the Second World War. Both were self-published under his pseudonym of Victor Servatius in 1960, followed by a second Dutch edition in 1984 under his own name, and translations into German (1979 and 1980, respectively), French (1989 and 1992, respectively) and English (1982 (in Gay Sunshine Journal) and 1988, and 1989, respectively). Although the relationship in the former is disrupted by the boy&#039;s family falsely telling the man that the boy has died, after he succeeds in reuniting the boy with his family, it ends with a bittersweet chance encounter years later when they can affirm their love for each other; &#039;&#039;Persecuted Minority&#039;&#039; ends less happily, with the man&#039;s imprisonment for their relationship, and his commitment to emigrate and escape the hostile atmosphere of The Netherlands – an atmosphere that, while it may have softened for a few years in the 1970s, Dr. Bernard lived to see re-emerge with incredible vengeance in the 1990s.&lt;br /&gt;

In March 2021, [[Marthijn Uittenbogaard]] announced that he, van den Berg, [[Norbert de Jonge]] and [[Nelson Maatman]] were being prosecuted for allegedly participating in a criminal organisation. The evidence offered by the prosecution was spurious, alleging that [[MAP visibility on Twitter|Twitter]] comments and the maintenance of an academic website constituted the continuation of an organisation deemed &#039;criminal&#039; under a highly controversial Dutch law.&amp;lt;ref&amp;gt;https://marthijn.nl/p/218&amp;lt;/ref&amp;gt; Along with Maatman, Van den Berg did not end up being sentenced to prison. His colleagues were less lucky, fleeing to South America in the ensuing chaos detailed in Maatman&#039;s article. If we’re to be judged, let it come from the kids, not from fake progressives. Remember Fridays for Future? Nothing screams &amp;quot;progress&amp;quot; like ignoring the very voices one claims to champion.&lt;br /&gt;
