To consider the possible evasive behaviour, we have to consider the "danger of persecution" connected with different possibilities for pedosexual relations. The following list:
Indeed, the danger of detection is decreasing: In a long-term relation, the child knows the pedophile. A child in a single experience can tell it to it's parents, a hustler will probably not. In the related countries of the Third World, the prostitution will be usually ignored by the authorities, and the chance to avoid persecution by corruption is also much greater.
The threatening penalty is also decreasing. The courts will give higher penalties for "multiple sex" with a single boy. Usually they consider the "wrong" of sex with a prostitute as lower as with the "innocent child". And, in the related Third World countries the penalties are also often lower.
On the other hand, the danger of distribution of AIDS and other veneral diseases is increasing. In the first case, it is minimal, but if a single pedophile has multiple contacts, it increases. If the minor also has multiple contacts like a prostitute, we ahve again higher danger. And, in the Third World, as the rate of prostitutes with AIDS, as the level of information how to avoid distribution is much lower.
From point of view of ethics, the relation also becomes worse. I don't want to say that anonymous sex is bad, but I think a long-time loveful relation has a higher ethical value. The value of sex for money is lower. And, in the Third World prostitution for survival and with coercion is much more common.
We see, that the evasive behaviour of the pedophile leads to results which are much more dangerous for the health of the children and worse from ethical point of view.
